This isn't the case any more. The runway can be used, but in a very specific way that does allow for lower capacity than there used to be. And the conflict is actually with 30L only. 30R can have arrivals simultaneous with 35. It has to do with the point in space where the two runways intersect. 30L is close enough that it triggered the new configuration.

To OPs question, the runways' decreased capacity has something to do with it, but winds have been crazy. My CRJ landed in 30 mph winds last night. I guess I'll just say it was a little sporty.

My dad's also a FF and we both agree that our most dramatic landings ever have been in MSP, and it's often in the fall when the weather changes.

Anyway, add up slightly lower air field capacity, strong winds and what I've heard is bigger peaks (and conversely lower valleys) in Delta's schedule leads to some ground delays. Mid-afternoon, from what I understand, is the worst.
