It could be an employee/insider.
If could be an outsider with a bit of ID theft and he knows exactly what he is doing.
It could be a case of wrong account number.
In any event, as others have said, they know WHO was flying. They know the passport. They know lots of things. It does not take any fancy IT work at all. They HAVE this information and apparently the people you are talking to are either idiots, worthless, or worse - in on the scam.
