I would do Kyoto because I love the staff and service there. The transit from the airport to Kyoto is longer but not necessarily more difficult. They do offer a complimentary taxi ride via MK taxi from Kyoto station. It's also very driveable using a rental car (my preferred method).

I've not really heard great things on HR Osaka from friends in the industry.
