You need to scroll a little further down: Limited Days of the Week = 110,000 for 4 days out of a week. The increase only affects the 3 other days of the week, supposedly busier time. As long as you are willing to travel Monday to Thursday for inbound flights to Japan or Tuesday to Friday for outbound flights from Japan, you can continue to redeem roundtrip F award at only 110,000 miles.

How to check availability, though?
The easiest way is to sign up for JAL JMB membership, then you can check for domestic award availability using their search tool.
