It calculates your TP as of today using the new rules. Yes, it would be nice if it can calculate your previous travel pattern (under the new rules) so you can easily tell whether you come out ahead (presumably that's what you're trying to figure out?)
For that you have to do it manually yourself (I just did mine in excel ...).
