The rationale could be that the basic allowance for everyone in economy is already 2 x 23Kg and 2 x 32Kg otherwise which is higher than would be allowed even with additional allowances on other routes
Also the excess fees are quite low at USD150 for an additional piece of 23/32 Kg if purchased online and $175 at the airport
