FWIW, that used to happen to me on a regular basis on the old site. Never got an answer as to what caused it, either online or by calling CS. Thankfully it never prevented me from being able to book an award since it was always eventually possible to find something bookable. So my guess is that it is unrelated to the web site as such and is a bug (or feature!) at a different layer of the reservations system.
