The fact that MH might have a surcharge component on its cash tickets is irrelevant. AA does not collect surcharges for award travel on MH -- or on any partner other than BA/IB.
A bit tangential, but I don't pay any surcharges on short-haul MH flights I redeem with my BA Avios under their Rewards Flight Saver RFS rules. Nothing to do with One World redemptions using AA miles, but just a reminder to AA members that short haul One World redemptions under the BA RFS rules are quite attractive too.
