Have her apply for NEXUS, not GE. NEXUS costs $50 and includes GE. GE costs $100 and does not include NEXUS. She'd have to interview with both CBSA and CBP, so she needs to go to a Canadian land border crossing or an Canadian airport with USCBP preclearance.
