This guy is incredibly patient. If it had been me, I'd have lost it at the airport.
At the end of the day, blame whoever drafted the regulation for not including the weasel words "wherever practical" - it prevents this kind of idiotic "work to rule" behaviour.
CATSA's apology letter was well written and appeared sincere.
