Unfortunately there is no such policy for oneworld.

American Airlines (AA) has a policy that it will protect passengers, even on separate tickets, as long as you are connecting to or from an AA flight.

Other oneworld airlines may have their own policies (official or unofficial) when connecting to/from one of their own flights.

But there is no overall policy. It is wise to assume that separate tickets means you won't be automatically protected.
