Not really. I personally always check USAA discounts on rentals. They tend to be the best when:
1. The rental is round-trip or a short one-way (the latter was the case here). For long one-ways there is often a per mile cost that kills the deal.
2. The regular rental rate is outrageously high.
It seems more like USAA sets a limit to how high a rental can be. Plus you get additional driver, free upgrade, etc.
