Delaying a flight for even a minute or two to haggle can end up costing a lot more than the cost of a couple hundred dollars in compensation. Probably both cheaper for Delta and easier for FAs to just make decent offers right off the bat rather than waste time starting at low values that only a small subset of people would even consider.
