Sure they can. They have full records of the card number and take the fee out from your card balance whether you register or not. You do know that ALL gift cards are fully traceable by the issuers, dont you?

I always dispose PP within the same day because there is no way to know WHEN the fee would be hit. It used to be a month, then changed to 7 days without any warning. People found that out when they saw their card balances were reduced by the monthly fee. For all I can speculate, it could change to the next day after purchase, just like other such cards in its genre. (Account Now for example).
