I find it hard to believe that their approach is to lock people out of their accounts and then wait until they complain before asking for identifying information to be submitted and sending a check.

It is not hard to believe they will be phasing out the safe, but not in some drastic fashion such as this. I just came from my local grocery store, and I easily could have loaded up with $5K of RLs while there.
