No - arrivals and departures are separated. You will connect airside from T2 to T3 and can use the lounge there. It's OK, if a little small and shared with a number of airlines and paid access.
Follow the flight connections signs when you land in T2. You will skip immigration and customs and should be bussed into T3. (It's a journey I never take as MAN is home to me)
