I tried doing a TD Aeroplan Visa app through GCR once yesterday (Tuesday) and twice on Monday. Each time, I logged in using my TD EasyWeb access as directed on the app page from the GCR link.
All three times I received a message indicating that due to technical difficulties, they could not process my application at this time. They further suggested I try again some hours later or visit a TD location.
I chatted online briefly with a TD rep about the issue but succumbed to lack of patience and further technical difficulties (not necessarily on my part).
Too bad I didn't read your post prior to my apps. Ah well.
