DL can't get away with the one sided CoC that applies to most PAX. They have to be competitive with other cargo carriers. As such cargo CoC has real penalties if there is a bump or loss of visibility.

If you've ever used DL Dash your cargo will be plastered with large stickers that say "MUST SCAN -- MUST FLY". When I've consulted with banks it's not unusual to have a pallet of bankers boxes sent via Dash. I'm sure that caused some VDB/IDB.
