I really do not think it's as clear cut as that. We're talking about a flight that operated well under it's maximum range (like 35% under) with weather that was nowhere near extreme. If those kinds of parameters could lead to offloading 20 pax and almost all pax baggage, this kind of thing would happen all the time.
