At many CBP facilities, airport carts are free and can be taken as far as necessary in the airport. A few charge for the cart, as is done outside of the customs area.

Note that the bags will be "checked through", meaning that they will be tagged to the final destination, but arriving international passengers into the USA must always (exceptions for pre clearance originating flights and a rare airport that might have an expedited international transfer path) pick up the bags in the baggage claim just after immigration and walk the luggage through customs.
