There are specific rules. They even do them for Y passengers, but the quality of the hotels are different. More details in the TK forum.

Both inbound and outbound flights need to be with TK though. AND you need to have the $60 Visa to enter the country. @YXXFlyer said he/she didn't want to pay that, and gave no details on carrier.
