Data point: in Dec 2013 the YVR 7-11 didn't sell 10-packs, probably for this exact reason to avoid people avoiding the $5 extra.
I find that deceiving

so I bought $10 Day Pass instead since it's only slightly more expensive than $5+regular fare ($7.5 to downtown)?
