In the end BA said that even though US agreed in writing that they would issue the points to BA, they are now refusing. Essentially it seems that the merger with American Airlines has gone further and American Airlines policy is not to issue points in this instance so American Airlines are refusing to honour what US airways told me.
BA are going to issue the avios as a goodwill gesture but not tier points. Probably the best I'm gonna do.
