Almost every station with lockers (and that's almost every station) has lockers big enough to handle a typical roller. A bigger concern would be that, depending on time of day, day of week, and station, the lockers can fill up.
But yeah, I'd drop my bags somewhere and go eat or see something. Alternately, NRT and HND have observation decks!
