Again .....I may be wrong, but I think you may have perhaps misunderstood the scenario on this.

I am pretty sure that the OP is arriving at SYD on an international sector operated by EK BUT he departs Australia (initially) on a domestic sector operated by QF.

Hence CD being provided without problem on arrival at SYD - but NO equivalent CD upon departure from SYD to take a domestic sector to MEL.
