That's about it. You can always call back and ask another agent to check, but there's no guarantee the next agent knows what they are doing either.
Fortunately with RUCs (but not GUCs), you can at least check for yourself whether upgrade space has opened up -- do an advanced search for your route for fare class Y and check the "upgrade availability" link. If it says "upgrade available" then it should be possible for your RUC to clear, at which point you could call and ask them to look into it. If it says "upgrade eligible" then nothing has changed.
