It makes sense from the standpoint that online transactions do not require the physical presence of the card so the PIN acts as an extra layer of security in case your login credentials have been compromised or someone accessed your computer without you logging out first.
Offline you need the actual card to get anything done, and in that sense the card is no different from your typical bank debit card. You can use your bank debit card anywhere (subject to purchase limits set by your bank) without the need to use a PIN. Therefore, one should just handle this card in the same fashion as a bank debit card.
