This is what I've always been told by AA, BA or QF.
It doesn't show up in the rules published by Oneworld, and I've looked at rule sheets going back to 2008, but I assume it's somewhere in the GDS or in-house rules visible to the various member airlines.
As I'm sure you know, the rules specifically say there is no $125 fee if the "ticketed points" remain the same, so I'm puzzled at this. I'll quote the rules here for convenience:
(1) Prior to departure
(a) Changes are permitted provided ticketed points remain the same. If the first flight coupon is being changed, and the fare level has increased since ticket issuance, the difference between the old and new fare will be charged. If the fare level has decreased since ticket issuance, no refund will apply.
(b) Changes to ticketed points are permitted at a charge of USD125.00 per transaction. If the fare level has increased since ticket issuance, the difference between the old and new fare will also be charged. If the fare level has decreased since ticket issuance, no refund will apply.
(2) After Departure
(a) Changes are permitted provided ticketed points remain the same.
(b) Changes to ticketed points are permitted at a charge of USD125.00 per transaction.
My recollection is that the xCIRxx fares do have restrictions on stopovers, so special provisions when converting connections to stops would make sense for those, but xONEx fares don't care about stopovers except for the limit on them in the continent of origin and the requirement for there to be at least two:
8. STOPOVERS
Permitted
NOTE: 1. Minimum 2 stopovers required
2. Maximum two stopovers permitted in the continent of origin of which a maximum of one stopover is permitted in each direction in the country of origin.
So I am puzzled as to the basis for charging the $125 reroute fee when there is no change to ticketed points.
