No, I've been charged the $125 on transit > stopover changes by AA too.

This is what I've always been told by AA, BA or QF.
It doesn't show up in the rules published by Oneworld, and I've looked at rule sheets going back to 2008, but I assume it's somewhere in the GDS or in-house rules visible to the various member airlines.
