As someone posted a while ago, I also thought you had to have a pin code to use an ATM, and that the pin for the RB doesn't get assigned until you get the permanent card.
You need to
register the temp card on line, then you can use it with the PIN. You don't need the permanent card for that. And you can't do it with an unregistered card
