Sorry, but have to disagree. What happened at Target was a breach of their computer records, and had nothing to do with fraudulent use of ccs at Target stores themselves. The stolen information could be used anywhere, and would most likely be used somewhere other than Target due to the extra scrutiny that Target stores are now having to put up with.
