more likely scenario would be target shutting down this cashcow of loads with ccs because of errors/failures popping up and suspiciously large load amounts on a single swipe.
i'm pretty sure their frustration tolerance is much lower than amex, as it's a new product for them and they're already averse to any negative connotations with regards to cc's.
