That change goes into effect on 3/1/15. My father, GM, purchased a DL flight for travel in April and was able to select domestic EC at booking and was offered 50% discount on EC on an international flight.
If there's an aircraft or schedule change, those EC seats could be lost. Plus, it hasn't happened in the past, but DL could purge free and discounted C+ seats on March 1.
