Try this online first.
Book both pax on one PNR after applying the E-Credit for both pax.
If it errors out call DL CS and tell them you are having a problem doing so.
If an agent cannot do it free of charge, then ask for Supervisor, then ask for online/ web support.
You should be able to do so.

To answer my own question: called Gold desk and got what I needed. No way to apply two certs to the reservation online; required an override. There was no extra charge for the phone booking.
