Currently in Kuala Lumpur. Connected to AT&T local roaming partner, Celcom on 4G but the actual speed is more like H+. Daily speedtest done at different locations in the last few days show a download and upload speeds of between 1.5MB to 3.5MB.
In Singapore, it is a bit better, between 4MB to 8MB.
I guess it is slower than 4G speed because the data is routed through AT&T in US.
Pick a day and I will tell you what I think about routing the data back through the US. It does reduce speed, but it means that I can access most US only internet services, avoid VOIP blocking, etc. On whole, I think it is the better approach.
