I've run into this before the rule change, so this is not new, you can go back thru the same city on each side of your destination, but not on an outbound/inbound.
In my case it was DEL-IST-ATH-JTR(stop)-ATH-etcetc, had to switch it to DEL-IST-SKG-JTR(stop)-ATH-etcetc, it had to be a continuous loup.
Previously had to do -FRA-KRK(stop)-MUC- as well, going back to same city was not allowed
Did you get the YOW-CHC MPM?
