The positions are first offered internally for anyone applying from the floor and then if no one is interested then they go to the streets.
I was talking to some airport concierges at an unnamed station and they where saying that these new job postings where crap compared to the old positions so many with experience simply don't want the job.
Was a while back so I don't remember the reasons given but from what I was told the concierge positions are not at all glorified and the "call center" ones even less so.
