I don't know why they cold hire for these positions? It blows my mind. I would suggest they internal hire gate agents / checkin agents etc with experience (they would like it as being a Concierge you don't have to deal with some of the really annoying basic stuff) and backfill the lower positions.
The positions are first offered internally for anyone applying from the floor and then if no one is interested then they go to the streets.
