In theory probably... but there are lots of caveats.
My mention of 4 hours or next flight is a fare rule (not an upgrade rule*), meaning if the actual fare was WAS-SAO (fares don't use airport codes) then you could legally fly it with a 12 hour connection in ORD. However, with an itinerary like that the cheaper fare could also be something like BRU-CHI-SAO-HOU. If there's a "natural" fare break at Chicago THEN the 12 hour layover
could cause your trip to be considered two one ways. As you can see this is a grey area where the system, every agent (let alone the fare desk), and who knows who else could come to a different answer.
*P.S. the upgrade rule is one instrument per one way, but I've never seen it more specifically defined... While I've never heard of such a thing it's technically possible they have a separate definition of one-way for GPUs than they do for fare rules.
