I did the opposite, it mailed to my office but I changed to home address, application was declined instantly (it allowed me to submit the application though).

To play it safe, why don't you just apply first and once it is approved, call to change the address?
Normally I'd do that, but I will be at a work location for a while and wanted the card sent here.
