Its a Delta issue because Delta created fares where families with small children can be split apart. This goes against the FACT that small children MUST be seated next to their parents (legally and practicality), it becomes Delta responsibility to fix this issue when it arises as they painted themselves in a corner. It now appears Delta may fix the issue behind the scenes before boarding by moving people around if/when needed...to avoid drama of switching seats with others once onboard.
