technically you are supposed to pay it as a 'departing' passenger (rather than 'in transit').
However - it's pretty much a case of whether the immigration officer notices it hasn't been collected. Plenty of people have not had to pay it, the odd one here and there gets sent back pay it. It's luck if the draw.
