Many families will buy E fares not thinking about seat issues or figuring someone will switch. Being too cheap has nothing to do with it. Countless families will buy E fares. Its the entire planes problem when a 2 year old doesn't have a seat next to the parent. The parent and toddler HAVE to be seated next to each other. My guess is the FA/GA will force someone to move (huge constant hassle) or Delta will rethink the policy.
At least kids can't sit in the exit row. It's a huge perk along with the legroom. The other option I use is Economy Comfort, which isn't allowed from an E fare.
What I can see DL doing is holding back more of the worst rows on the plane for E fare buyers (like the ones with a 30" pitch, no recline, or something else that isn't optimal).
