Many families will buy E fares not thinking about seat issues or figuring someone will switch. Being too cheap has nothing to do with it. Countless families will buy E fares. Its the entire planes problem when a 2 year old doesn't have a seat next to the parent. The parent and toddler HAVE to be seated next to each other. My guess is the FA/GA will force someone to move (huge constant hassle) or Delta will rethink the policy.
The E fares are clearly aimed at leisure travelers heading to Florida, a large proportion of which have children. Just as with fooling Amex holders into thinking they have "priority" boarding, they're creating their own problems.
