Does your receipt show how many miles you should have earned (Avis does, I assume Budget does too)? Are you 100% sure your mileage # is correct?
If you can't get Budget to resolve it, I've found the only way to get AvisBudget Group to respond in some situations is a Better Business Bureau complaint.
