If a passenger feels strongly about the meter, he/she should request that it be turned on immediately upon departure. I personally have stopped arguing with drivers about this, I really don't mind paying 500 baht for a forty minute ride.
Well, I did ask a number of times that he turn on the meter, all ignored. I haven't done the taxi from the new airport, last time I didn't have a luggage issue so used the train, and read somewhere that the taxi fare is about 200 plus tolls (which I paid-THB25-in addition.) Wasn't aware of the 50 baht airport fee, my bad. Having lived in China the past 3+ years, guess I've lost that tipping feeling, though I did make it up around town especially with other taxi drivers. So, karma has been restored.
