I can vouch that AC did notify some people, I received such a notice. I expect the biggest segment not notified booked via an OTA, and that Expedia and the rest of them didn't pass on the information.
I booked via Aeroplan and was not notified, unless them changing my return flight by 3 days into the future counts as notification...
