In my opinion, the best hotel in the MOA area is Trader's Hotel. It's not the fanciest hotel, but it is a good solid hotel with a great location. There's a decent coffee shop in the lobby and an unlimited supply of cabs out front because it's on the main road.

The cab thing is important because a lot of hotels around there (for example, the Sofitel Manila) are off the beaten track and you can't get a cab to save your life. Of course the hotel will be happy to drive you in their car for triple the price. And if a cab pulls up to drop someone off, they won't take you unless you pay an extra fee.

Meanwhile back at Trader's if a cab driver gives you a hard time you can just get out of that cab and take the next one.
