Strange. I was able to get BRG on properties sold out on SPG website before. Most recently Westin Osaka in early August.
The wording of their initial approval is changed from "please respond within 24 hrs with your online confirmation number" to "please respond within 24 hours with written request to make a booking on your behalf (or something very similar).
I'd try submitting one more time and calling them to inquire if it gets rejected again.
