My CSP is regularly refused by car hire companies in different parts of the world for this very reason. Most recently in Cape Town last Saturday. Also Joburg (ORTIA and Lanseria) and Dubai and Ras Al Khaimah. I've spoken to Chase about it and they seem uninterested in fixing the issue. So I use a non-Chase card for those transactions. Annoying, but easier than spending an hour arguing a battle you can't win.
